In oblivion at the arcane university, you can make spells/enchant items, but how do you controll what spell you can make and what enchant you can put on an item? is it random, or is there a way to contol it?

What spells you have relates to what you can enchant. Note that some spells you cannot put on an item (the game creators made it this way, but you can change it in the Construction set if you really want to)
